Hi,
Bulk AD Users only supports updates at the moment - it's not possible to add new users. You might find this tool useful though:
http://www.wisesoft.co.uk/software/account_management_spreadsheet/default.aspx
At some point I'd like to add this feature to Bulk AD Users.
