We do some work with government agencies, who require all our systems have Windows FIPS-mode enabled.
When I try to register Bulk AD Users, it appears that it tries to call-home to some web-hosted registration system that uses incompatible (non-FIPS) ciphers?
Attached is a screenshot of the FIPS-related error that Windows tosses-up.
This error was generated under Windows Server 2016, but I have also seen it on Windows Professional 10 (both with FIPS-mode enabled).

If there another way to effectively "register" Bulk AD Users?

Please understand, would love to use this tool (and be able to recommend it) - but, turning FIPS mode OFF is not an option - it would violate our established / agency-approved security-posture.
